Complete Description:

DC.Gov is the District's official, government web portal, consisting of over over 100 District agency and sub portal websites, 150 web forms, and 200 online applications. It has annual traffic of 14 million visitors making 29 million visits. The DC.Gov runs on the Drupal content management system.

 

OCTO recently implemented responsive design for the DC.Gov home page and associated resource pages and now intends to expand responsive design to the agency websites. In addition, OCTO intends to explore other new technologies associated with the portal (e.g., search engines, forms development, etc.), all aimed at enhancing District residents and businesses' online experience with the District government.

 

The project team needs a senior consultant who can act both as a business analyst and content strategist. This person should be able to step in immediately and assist with requirements gathering, documentation and research on functionality and technology that is being considered and deployed. Deliverables include but are not limited to a practical strategy to implement responsive design for agency websites and new requirements for development of templates and content types needed for responsive design. In addition, the candidate will also work with the team implementing responsive design on an agency by agency basis, meeting with individual agencies as sites are updated. Thus, the candidate is not only thinking strategically but acting tactically to implement strategies.

 

The candidate will work and coordinate with other business analysts, web editors, project managers, and web developers.

 

This phase of the project is expected to last through the fiscal year (approximately 10 months) but may extend into FY16, depending on the progress made this fiscal year.

 

Specific responsibilities include:

 

Meets with customers and creates designs and web prototypes; uses software tools to gather requirements, analyzes needs, identifies risks, proposes designs, documents, and carries out analysis.

 

Works within the Office of the Chief Technology Officer and with other District agencies to document websites, databases, and business processes and procedures for web maintenance and web content creation using Drupal. Analyzes and documents business processes to be supported with these websites. 

 

Ability to analyze system processes and write user manuals for non-technical users to include step-by-step procedures and diagrams.

 

Analyzes content to improve 508 compliance, web usability, risk management, and integrity.

 

Works in close collaboration with web editors and developers in a fast paced deliverable driven environment to facilitate accurate translation of business requirements to web solutions.

 

Familiarity with Drupal, responsive design and with website conversions is required. Although the principal role is that of a business analyst, the ability to manage tasks and dependent tasks are contemplated as part of this position.

 

Familiarity with open source technology, search engine optimization and responsive website application development will be given special consideration.
