Programmer with expertise in experience in web development using Microsoft .NET technologies.  See attached document.

The OSHP is requesting a new application that will allow OSHP personnel to collect critical information related to crashes, cases, etc. and systematically submit this information (or completed forms in some situations) to the appropriate destinations.  Furthermore, the new application should function for both connected and disconnected users.  For disconnected users, the system must provide an easy transport mechanism to move the data from the disconnected device to central database.  (Note: Internet access is not available in the Patrol vehicles and is not planned).

OPDS is looking for Senior Programmer Analyst Consultant to augment to the ODPS IT staff in building the application.  The consultants will report directly to the ODPS Project Manager and will be responsible for completing all assigned work. 

The modules that will be created in the new application include the following:

•    Crash Reporting – this module will entail the completion of the crash investigation and the transferring of an accurate crash submission to the Ohio Crash System, OSHP Imaging System and OSHP Crash Stats system.

•    Case Investigations – this module collects and validates information relevant to criminal investigations.  The validations performed will be compliant with the OIBRS requirements.

•    Citation Tracking – this module collects and validates information on the HP-7 form for traffic citations. Copies of the report will be printed in the vehicle for the person being cited.  Information collected will be transferred to participating courts.

•    Towed Vehicle – this module collects and validates information on vehicles that are towed, where they are stored and upload to central site for search.

•    Field Interview – this module collects and validates information on contacts made by OSHP that are not related to an investigation.  This information is uploaded and available for search and reporting.

•    Summons – this module collects and validates information on the HP-7M form.  Copies of the report will be printed in the vehicle for the person being cited

•    Evidence – this module will track evidence through collection, storage and disposition.  The ability to run disconnected from central is critical.

•    Other Administrative Modules – these modules relate to administrative functions within OSHP.  Modules defined are the Blue Max, Criminal Patrol, Crime Lab, Forfeiture and Solvability.

These modules are requested by the OSHP, however dependency on the time and financial constraints will dictate what modules will be completed.  Upon contractor(s) arriving on-site a priority of each module will be determined.
REQUIRED SKILL SETS
1    Eight (8) years of verifiable total Information Technology (IT) programming experience in web development using Microsoft .NET technologies.
2    Five (5) years of verifiable experience as a Senior .Net Web Developer.
3    Five (5) years of verifiable .Net experience utilizing C – Sharp (C#) and Visual Basic.Net (VB.Net).
4    Five (5) years of verifiable experience with SQL Server Database Design and development including optimization of queries, creating tables, views, stored procedures, and functions.
5    Three (3) years of verifiable experience working directly with end-users to define requirements and provide technical advice and assistance in a large-scale environment.
6    Two (2) years of verifiable experience with Web Development using Microsoft .NET technologies with Visual Studio 2005 or later version.
7    Two (2) years of verifiable data conversion experience to SQL Server.
8    One (1) year of verifiable Service Oriented Architecture (SOA) experience developing and securing Windows Communication Foundation (WCF).
9    One (1) year of verifiable experience creating and processing Extensible Markup Language (XML) files.
10    Six (6) months of verifiable SQL Server 2008 Reporting experience.
11    A demonstrable understanding of N-tier environments as it relates to deployment.
12    A demonstrable understanding of code repository strategies, code promotion strategies and recovery using Visual Source Safe or Team Foundation Server (preferred).
13    A demonstrable understanding of the new features introduced with the release of Visual Studio 2010.
