Seeks to hire, an IT developer to assist with enhancement of the CATCH application to support sanctioning of Temporary Assistance for Needy Families (TANF).

Requirements Management, Design, Develop and Test the application.  CATCH is a custom web-based case management system built using .Net with a MS SQL backend, that DHS’ current providers of employment and employment related services use to case manage the District’s TANF customers (i.e. TANF recipients) with a view to assisting these customers address their barriers and transition to self-sufficiency through employment.  Case management services include developing and maintaining Individual Responsibility Plans (IRPs) for the customer and entering case notes with respect to each and every interaction that the provider has with the customer.

CATCH tracks and records customers’ participation in work activities, and generates monthly invoices (reimbursement payments to service providers) based on approved participation.  Used by internal DHS staff and external service providers’ staff, the system provides real-time access to customers’ engagement information for purposes of policy development, program enhancement, and resource allocation. Additionally, this system is critical to DHS’ ability to comply with Federal requirements around participation reporting which in turn impacts the District’s ability to draw down federal funds to serve the District’s TANF population.

In March 2013, DC approved amended rulemaking to govern the District’s new graduated sanction policy for TANF customers who fail to meet the District’s participation requirements.  There is a legislative mandate for DHS to implement the new sanction rules and given that CATCH is the system of record for all participation data, the logical choice is to build the sanctioning functionality in CATCH.  DHS is in the process of implementing the requisite sanctioning functionality in CATCH to comply with the aforementioned rulemaking.  Additionally, DHS plans to build a robust data analytics solution to report on CATCH data.

Behavior Characteristics:

Bachelor's degree preferably in the field of Computer Science or Software Engineering.

 

Microsoft certifications are a plus.
