Short Description:  Supporting Arkansas Insurance Department’s role in the Affordable Care Act implementation with DW/Data Mart creation, Data Integration and Reporting using Microsoft and other technologies.

Complete Description:  Work hours will vary from week-to-week.
Work will need to be performed at the Client Site.
Local candidates preferred.

Experience in Affordable Care Act QHP and Dental regulatory data processing highly desired. 

This senior role and calls for ability to work alone and deliver with minimal supervision and guidance. This is much more than a BI developer role. Candidate must be able to single handedly design and create sound Data Warehouse/Data marts & deliver reports using Microsoft technologies (SQL Server/SSIS/SSRS etc.). Person should be able to advise and engage with experienced Server Administrators, DBAs and/or BI experts on development and production standards, security, best practices and architecture implementations while building DW/DM/ETL/Reporting environments using Microsoft technologies. Data modelling skills will be needed from conceptual models to physical models. Candidate will be responsible for producing quality reports with an eye for detail.

Experience working with regulatory data in the Affordable Care Act landscape is highly desirable. This especially relates to data handling within the Plan Management and Network Adequacy domains.  

This role will call for the ability to engage with non-technical customers, anticipate their data needs and deliver on them. Excellent communication skills needed (both oral as well as written) with ability to elicit requirements from non-technical Subject Matter Experts and organization leaders & executives. 

It is expected that the candidate would be able to immediately demonstrate at site, self-sufficient mastery using Microsoft technologies such as SQL, SSIS & SSRS. Person should be skilled in writing and maintaining complex SQL. High quality automation should be second nature to this person. Automation should be replete with failures alerts and logs for quick debugging.     

Candidate should be conversant with data visualization using Tableau Desktop.

Candidate should be able and willing to quickly learn and use new tools as needed.

Candidate must be able to produce quality documentation.

Responsibilities will include (but not limited to)
• Collaboration with RHLD leadership to develop NA technical support for regulatory goals
• Adjustment of data imports and reporting to reflect changing requirements
• Management of process to collect and aggregate network data from issuers
• Assistance to regulatory staff in assessment of issuer submissions
• Documentation of data processes
• Training of RHLD staff

These other areas of assistance needed are:
•Enrollment Analytics: processing of enrollment data submitted on a biweekly basis by the carriers and publication of reports for internal and external use
•Claims Data Usage (new): exploration industry Claims data within the ACHI hosted All Payers Claims Database towards supporting various health regulations
•Systems Integration with Complaint Handling systems (new): methods and interfaces to integrate other regulatory systems with the complaint handling system already in place 
•Guide Management System and Moodle Administration data migration: assistance in transition of data from the Guide Management System and Moodle to replacement management systems
•Public facing Consumer Assistance information: processing and publication of consumer assistance lists and maps
•Quality Improvement initiative (new): a new area where Insurance companies would be required to provide data for the first time with the state providing oversight. What the industry engages in and what they would report is unknown. The state has the potential of evidence based regulation if it can appropriately respond by leveraging enrollment, plan and claims databases.
•Quality Rating System: processing and reporting surrounding the plan quality rating system
•AHIM interface: providing assistance in the interface and transfer of data between the regulatory databases and the Arkansas Health Insurance Marketplace
