Applicant currently provides requirements management and analysis expertise to the Interagency Operations Center project at United States Coast Guard Headquarters. Applicant is currently executing a framework for decomposing all operational requirements into functional requirements that will be leveraged by the development organization in the development of the Interagency Operations Center system, WatchKeeper. Furthermore, Applicant has created User Stories and Use Cases for his client organization to facilitate requirements identification, elicitation and decomposition. Also as part of his service to the United State Coast Guard client, Applicant is responsible for the creation of the Functional Requirements Document which will be leveraged as the exit criteria for SELC Stage 2, the Requirements Definition stage. The FRD is created based on analysis and deconstruction of the CONOPS and ORD documents that Applicant authored during earlier efforts on the IOC project. Applicant has created and maintained several artifacts that are being used as crucial guiding documents throughout the system development process. The artifacts Applicant are created using the Microsoft Office Suite and Visio tools and aide in the elicitation, maintenance, and decomposition of all requirements for the WatchKeeper system. Applicant also created a Team Binder to be used by all members of the Interagency Operations Center Requirements Team. This binder serves as a living document and helps to focus all team members on the current task at hand. Also, the binder is used as a guide for team members’ work and progress. The binder governs each team meeting and houses all crucial material used for discussion during all team meetings. Coupled with leveraging Applicant’s requirements expertise, he also displays a strong understanding of the Department of Defense and Department of Homeland Security Acquisitions Process as it relates to requirements management. Applicant has superb oral presentation skills that are strengthened even further by his writing ability. Applicant provides guidance, advice and coordination of activities associated with the analysis, design, development, and evaluation of best practices and lessons learned. He monitors key sources that highlight emerging trends, lessons learned and incidents. Additionally, Applicant serves as the main point of coordination, review, analysis, and final reporting to management. Applicant is currently providing IT Portfolio Management support in the Office of the Civil Engineer of the United States Air Force (AF/A7C). Applicant manages the AF/A7C information technology (IT) portfolio and develops, advocates, and maintains organizational structures and processes associated with IT governance within Civil Engineering (CE). Applicant also coordinates IT requirements to be reviewed by the A7C Program Groups, A7C Board of Directors, AF CE Council, and AF CE IT Investment Review Boards. Applicant is also the lead of an effort to map all 1000+ Air Force Civil Engineering systems to the Department of Defense-mandated Joint Capability Area Framework. This systems mapping will streamline the AF CE IT Portfolio as well as provide greater visibility of the capabilities of AF CE stakeholders across the globe. Applicant organized a data call for all 15 Major Commands (MAJCOMs) and Field Operating Agencies (FOAs) of the United States Air Force. Applicant created all deliverables to be populated by the participating MAJCOMs and FOAs and authored the official tasker that was issued by the Chief Information Officer (AF/A7CRT). Applicant managed the data call effort to the end and coordinated with contacts from all 15 MAJCOMs and FOAs to ensure that the initial suspense was met. Applicant led the analysis effort of all submitted deliverables. Data was gathered, compiled and analyzed in a variety of ways to ensure that AF/A7C leadership had the most in-depth view of their stakeholders’ system-environment. The data analysis is to be leveraged in briefings to the Senior AF/A7C leadership, including The Air Force Civil Engineer (Major General Byers), The Deputy Air Force Civil Engineer (Mr. Parker, SES) and the Chief of the Resources Divisions (AF/A7CR).

Applicant provided IT research support for the Mission Engineering (ME) team. He worked to identify the most current technologies in the market to improve several internal processes within the team. Based on Applicant’s research he made technical solution recommendations to Senior Management and formally presented his ideas. As a result of Applicant’s detailed research, process analysis, and technical recommendations, he helped to streamline the day to day business operations of the team. Alongside his research, Applicant has supported several project teams within the firm and interfaced with clients to formulate and define project scopes and objectives based on user needs. Applicant also gained the experience of meeting with clients to determine and assess stakeholder needs. Through this cooperation, Applicant has gained a strong understanding of applicable business systems and industry requirements. He also gained significant experience with Enterprise Architecture (EA) Modeling Tools, including Troux Architect. Using these EA tools, Applicant created several ME artifacts that will be used in updating a Team Publishing. Furthermore, he was responsible for the maintenance and setting of user permission’s for the Mission Engineering Community of Practice (CoP) iShare site. Applicant also provided support for the Modeling, Simulation, Wargaming and Analysis Team’s efforts on the United States Army’s Unified Quest ‘09 Future Wargame. Applicant was responsible for a number of tasks ranging from administrative duties to assisting with Game Operations. He assisted with the setup of Panel Rooms, including creation and organization of critical documents as well as maintaining the integrity of the documents throughout the Wargame. As a top-tier adjuster, Applicant managed a portfolio consisting of 150+ claims files. This position required Applicant to independently schedule all interactions with his clients, including formal interviews with all parties to the claim. Applicant worked with policyholders, claimants, doctors’ offices, medical insurers, attorneys, and law enforcement officials to fully investigate each scenario and discover all pertinent details regarding the claim at-hand. Once the background research was completed, Applicant was responsible for reviewing supporting case files, arriving at a fair and equitable decision, and de-briefing GEICO senior leadership on the case, the findings, and his final liability decision. If Applicant’s decisions were disputed by any party involved in the claim, Applicant was responsible for creating presentations that communicated the claim details, his research methods, all sources of information, and his formal declaration of fault for the claim. Applicant then delivered this presentation in a formal setting to the his direct supervisor, another claims adjuster who acted as an unbiased party, and the Regional Liability Administrator (Legal). Following the formal presentation of facts, the Regional Liability Administrator would approve Applicant’s decision and provide legal documentation stating the posture of GEICO pertaining to the claim in question. Applicant would serve the legal documentation to the claimant party on behalf of GEICO General Counsel and facilitate the remaining negotiation of the claim, up to and including the final financial settlement.
