Short Description:  The Administrative Office of the Courts seeks a Conversion Developer/Analyst to provide enhancements for their current Court Management System.

Complete Description:  Local Candidates are preferred.

Description:

•Gather user requirements, analyze the requested enhancements and or modifications and translate the functional requirements into detailed specifications for programming into a technical solution.
•Work with Technical Architects to gather and interpret user requirements and to design specifications.
•Design, develop, and test new Web applications utilizing the existing development framework to extend the functionality of the existing applications using Oracle APEX /PLSQL, JQuery, Java scripting.
•Develop test plan, conduct test and test output for program/system accuracy; and ensure database compliance and security
•Participate in structed code reviews/walkthroughs
•Provide training to the Application Development Team in the maintenance and support of the developed applications
•Meet projected target dates and keep project manager informed. 

Minimum Qualifications
A formal education of a bachelor’s degree in computer science or equivalent and five years experience in a technical role is required.  Knowledge of Arkansas court systems and understanding of the use of technology in court applications is desired. The applicant must have excellent organizational and interpersonal skills.  Must be able to multitask, work independently, and have respect for deadlines. 

Must have excellent SQL skills and experience with an RDBMS.  Experience with Oracle is desired.

Knowledge, abilities, and skills
• Strong analytical skills and technical aptitude.
• Knowledge of object oriented programming languages.
• Knowledge of web scripting including HTML, jQuery, and CSS.
• Experience in Agile or similar development methodology with experience during development cycles
• Experience with SQL and relational databases.
• Experience with PL/SQL.
• Experience with Oracle APEX.
• Experience with Tableau visualization software.
• Knowledge of installation, configuration and upgrade of Microsoft Windows, Microsoft Office, WordPerfect, and other application software.
• Knowledge of basic record keeping procedures.
• Ability to operate and troubleshoot standard office equipment.
• Ability to provide technical assistance in person and by telephone or e-mail to judicial branch employees.
• Ability to analyze and compare application software
• Ability to work independently and self learn

Working Relationships
The AOC Programmer has regular contact with elected court officials and court staff, department staff, and other state agency/institutions personnel. Must maintain a high degree of integrity, decorum, and respect for court personnel at all times and possess the ability to communicate with court personnel at all levels. This position works closely with other AOC technical and non-technical staff, and reports to the IT Development Team Manager of the CIS Division.
