Complete Description:  The Portfolio Manager will provide the oversight and direction necessary to establish a fully functional project control office and to manage the PCO staff and ongoing daily operations of the PCO. The Portfolio Manager will create and use tools to monitor and report on schedule progress, resource utilization, issue resolution/escalation, and process adherence. The PCO Manager will also gather and report on project team performance and compliance. The PCO manager will support the State in meeting the timely delivery of quality information technology services for all stakeholders of the project. The PCO Manager will be responsible for performing schedule, scope and technical control tasks. The PCO Manager will oversee all the Project Managers for MDOC Non Legacy Projects.

The Senior Portfolio Manager must have the following experience, skills and expertise:. 

a) A minimum of 15 years’ experience delivering and managing IT solutions. 

b) 10 years’ experience as a Senior Project Manager facilitating process and technology changes within an organization, including projects with multiple deliverables, Managed the launch of new products and services, large-scale application development, systems integration, system enhancements, operational efficiency improvements, process reengineering and IT infrastructure upgrades.

c) Minimally five years’ experience managing a large, complex multi-year systems development project whose budget was greater than $5,000,000 (excluding hardware/software costs) with experience in managing cross-functional projects and programs with tight deadlines. 

d) 3+ years experience as a Portfolio Manager on a management team overseeing complex efforts requiring multiple Project Managers, internal and external technology deliverables, multi-million dollar budgets and regular communication with management.

P. Description of the requested work, including deliverables and knowledge transfer

Brief Description of Work

MDOC requires an efficient management of the programs and projects currently being undertaken by MDOC Due to the criticality of the applications and the complexity of the projects, the project requires a Senior Portfolio Manager to establish and manage a Project Management Office.  Therefore, one (1) full-time Senior Portfolio Manager is required to augment the DTMB staff currently managing the Non CMIS and Non OMNI legacy projects.

Description of the requested work, including deliverables 
The scope-of–work is to serve as Senior Portfolio Manager for the MDOC projects in particular; the scope-of-work includes the following: 

1) Strategic Planning 
a) Provide leadership to all projects so that they align with the MDOC technology direction. 
b) Participate in Business Process Reengineering (BPR) 
c) Provide leadership, direction to the project team so that tasks and activities are coordinated to integrate with each other and are in congruence with the project plan and schedule as assigned. 
d) Develop and manage procurement plan, in particular a Request for Proposal (RFP) to acquire system integrators 
2) Project Initiation 
a) Project orientation and start-up, including development of a plan and related processes. 
b) Consolidation of Project Management tools and expertise. 
3) Project Management and Support 
a) Release Planning and Management. 
b) Apply knowledge, skills, tools and techniques to project activities to meet project requirements in terms of time, cost, and scope and at an acceptable level of quality. 
c) Coordinate the process for overall decision making, project governance, and deliverable review and approval to insure that the systems achieve their intended purposes. 
d) Provide daily direction and oversee work product progress, team interactions and overall project success. Specifically: 
(1) Interface with any contractor managers engaged for this project 
(2) Develop estimates prepare and manage the technical project budget 
(3) Help manage the project communications plan 
(4) Identify project risks and issues; manage, including an escalation process, these project risks and issues 
e) Help develop reporting/communication mechanisms for the project 
(1) Develop and deliver project reports for management review of progress of the technical aspects of the project 
(2) Develop and deliver appropriate project communications for executives and staff on project status and issues 
(3) Help develop and maintain an effective, customer-focused and usable communications process 
Assist in preparation and delivery of project status reporting mechanism that addresses, at a minimum, task status, deliverable completion, budget expenditure and completion estimate, risk analysis, resource assessments, schedule adjustments, and problem/issue/risk identification and corrective action
