The PA Department of Health (PADOH) is in need of a highly experienced Business/Data Analyst capable of working with the Bureau of Epidemiology’s (EPI) HIV/AIDS Surveillance program to identify and work with potential external laboratories/hospital systems to submit HIV/AIDS Electronic Laboratory Reports (ELR) to the PADOH. This engagement will be managed by the HIV/AIDS data manager who will be responsible for communicating HIV test data reporting requirements to consultant. This work will be closely coordinated with Bureau of Information Technology (BIT) staff who will be responsible for identifying gaps between the PAODH/ELR requirements and the lab/hospital system’s capabilities to meet those requirements, and work with the external entity to bridge those gaps so compliance can be achieved.
Tasks may include but are not limited to the following:
To compile a list of laboratories currently conducting manual data entry of HIV test results.
To enable at the minimum of three (3) laboratories/hospital systems currently submitting via hand entry to begin the on boarding process of providing batch ELR data submission.
To identify other potential candidates for future conversion to batch data submission.
Identify deficiencies in the data received from laboratories and conveys these deficiencies back to the laboratories; confirms that laboratories have taken corrective action.
Communicate directly with external business partners (i.e. targeted hospitals and laboratories) to enroll them in the PA-ELR project; Discovers and documents external business partner potential for reporting via PA-ELR both technical and business requirements and provides business process and provide reports on these business partner capabilities

Skills:
Working with clinical laboratories and/or large hospital systems
Required 4 Years
Experience with LOINC / SNOMED Codes
Required 2 Years
Excellent communication skills both written and verbally

Prior experience working with Laboratory Information Management Systems (LIMS)
