Job Description:
This position requires knowledge and experience working with a variety of stakeholders to facilitate discussions to gather requirements. This position will work with multiple areas, including tax processing, collections, tax compliance, privacy and security, and information technology to solicit and document business and technical requirements. This position will also write and compile requirements in a Word template dictated by the State. This position will also be required to identify potential business savings to be utilized as metrics for Return on Investments.

This person will be subject to the Department of Treasury’s confidentiality and disclosure training and requirements.
Experience: (5-10 Years)
- Multi-disciplined IT Background
- Experience with writing requirements for COTS solutions.
- Degree(s) in Computer Science, Business, Engineering or Information Systems
- Professional IT process/methodology Experience (e.g. ITIL, COBIT, LEAN, Six Sigma, CMM) with experience implementing processes and methodologies
- Experience as a business or IT Consultant
- Proven experience in RFP requirements writing that have resulted in successful COTS implementations.
- Strong knowledge and experience in complex project with interdependencies
- Strong verbal and written communications skills
- Joint Application Design (JAD) session facilitation
- Experience with management of service level agreements and associated metric definition, tracking and executive reporting
- Experience with drafting requirement traceability matrices and test plans for requirement validation
Responsibilities:
- Meet with multiple stakeholders within DTMB, Treasury (including but not limited to tax processing, collections, tax compliance, privacy and security)
- Identify and document solution-based requirements for a COTS RFP
- Identify and document all other requirements (including technical requirements, data conversion, interfaces, etc.)
- Communicate status to DTMB Project Manager and Treasury stakeholders
- Identify project concerns and opportunities
- Review existing Lean Process Improvement documentation.
