Responsibilities:
Providing both project management and program leadership including coordination of business staff and IT staff.
Ability to decompose a very large program into a series of projects.
Ability to understand the components of each key project and how the set of projects roll up to the success of the entire program.
Implementing project management “best practices”.
Acquiring funding for the duration of the project and managing the development of budgets and financial reports.
Participating in systems acceptance, testing the developed system components, and approving their move into a production status.
Ensuring that re-engineered business processes required by the implementation of the Affordable Care Act are reflected in the new system design and implementation.
Managing the business implementation of the replacement legacy eligibility systems by managing the definition of business requirements.
Adapting and reengineering existing business processes to meet new performance requirements, including developing performance metrics, recommending upgrades to IT systems, and changing the business workflow.
Developing and implementing an IES Phase 2 education, training and communication program for staff and their constituents.
Qualifications:
Masters degree or appropriate experience required.
10+ years of relevant experience required.
PMP Certification preferred.
Demonstrated successful implementation of a significant Business Process/IT Systems project that has had experience working with government agencies.
Proven success in managing and completing IT projects on schedule, producing key project deliverables, and ensuring that required business outcomes are achieved.
Demonstrated ability to procure project funding, develop budgets and spending plans, and to develop and utilize financial tracking tools.
Experience in directing vendors and individual contractors engaged in developing and/or implementing projects of similar magnitude.
Ability to identify and mitigate risks, manage and resolve issues, and drive decision-making in order to keep a project focused and on track.
Ability to communicate in multiple mediums to all levels of staff, both within and outside From operational staff to executive staff, as well as to the general public, service providers and other relevant external organizations.
Ability to advocate clearly with appropriate forcefulness, clarity and directness to senior leaders, directors and managers in multiple agencies is critical.
Demonstrated best practices in project management, including managing scope, time, quality, cost, resource management, communication and risks.
Experience and ability to understand the project impact on many levels- from the individual involved in a process that is being reengineered, the changes required in a business unit’s operations, to the ultimate impact on the consumers and providers.
Comfort and ability with use of various software packages, including Microsoft Word, Excel, MSProject, PowerPoint, Flow Charting Software.
