The Bureau of Unemployment Compensation is seeking a Business Analyst with experience in business process evaluation and experience applying problem-solving/improvement methodologies.to review business processes within the Division of Admin. Hearings.

 

Complete Description:

The Bureau of Unemployment Compensation is seeking a Business Analyst to review business processes within the Division of Administrative Hearings and the Unemployment Insurance Commission, which provides claimants and employers the first and second levels of appeal related to claimant eligibility and employer charges. 

 

Required knowledge and experience:

 

•  Thorough knowledge and experience in business process evaluation including experience with highly-regulated government environments

 

•  Knowledge and application of:

   o  Business flow and analysis

   o  Waste principals

 

•  Experience in applying problem-solving/improvement methodologies and tools, including, but not limited to:

 

  o  Quality Assurance/Control.

  o  Measurements.

  o  Process Analysis.

  o  Root, peripheral and intermediate cause analysis.

  o  Cycle time, work time.

  o  Inventory.

  o  Defect control.

  o  Diagnostic tools.

  o  Work balancing.

  o  Brainstorming.

 

•  Understanding of and experience in how to achieve transformational change.

 

•  Substantial experience in effective facilitation of work teams in process improvement activities.

 

•  Knowledge and experience in coaching leaders and managers in planning and development of implementation strategies.

 

•  Knowledge and experience in development of appropriate targets and reporting of results.

 

•  Ability to work effectively and communicate with staff at all levels.

•  Experience reflecting fundamental respect and value for staff in improvement activities.

 

Preferred Knowledge and experience:

 

•  Knowledge of case management systems.

 

Work to be performed:

The Candidate will:

•  Develop interim and final reports including a detailed business process (es) analysis and recommendations for improvement based on problem-solving and improvement work with staff. 

•  Provide continuous improvement awareness to staff at all levels including leadership, management, and line staff.

•  Identify and define business processes needing improvement.

•   Identify problems and problem-solve with staff to improve the delivery of services.

•   Improve work flow design and implementation.

•   Focus on activities/work that is value-added.

•  Involve the staff who know/do the work in decision-making.

•   Meet client/customer ser- e expectations.

•   Assist staff with the development and monitoring of change/action plans.

•  Identify and evaluate measurable cost and time savings, as well as quality.

•  Use measurements for improving processes and planning.

•  Coach management and leadership in implementing improvements more efficiently and effectively.

 

Deliverables

 

Contractor will produce and submit interim and final summaries and documentation of all work completed in performance of the contract.  This will include, but is not limited to, the following:

 

•  Summary narrative.

•  Problem identification with accompanying description and data.

•  Business analysis matrix/matrices.

•  Improvement implementation plans, including detailed recommended change actions, responsible persons, timelines, barriers with corresponding countermeasures, and plan for implementation management.

•  Baseline, target, and improvement measurement/data and analysis.
