The Department of Health, Bureau of Information Technology (BIT) is requesting staff augmentation to support the Telecommunications Transition from the current vendor, Level 3 to the new vendor, Verizon. This project manager will provide support to BIT during the transition: 1. Direct project management support of the telecommunications transition The Telecommunications Transition project is a significant effort being directed by the Office of Administration. While the OA Transition Management Office (TMO) is supplying overarching coordination and contract management support, it has clearly indicated that each agency will be responsible for managing its own transition. A significant remaining aspect of the Verizon telecommunications transition is the conversion of 165 WIC clinic circuits as part of the business partner network transition. Current BIT Commonwealth employees have the requisite knowledge and subject matter expertise to review the technical transition plans and support the BIT clients in the physical transition. However additional support is required to manage the communications, both incoming from the OA and outgoing to the BIT clients, and monitor and control project risks and issues. The OA TMO has identified functional leads for each of the major areas of transition – voice, data, and internet/security. In addition they have identified an overarching Project Manager to ensure that efforts are coordinated and communications are delivered to all necessary stakeholders. The DOH BIT would like to mirror that project governance and require the additional project management support to do so. The BIT Project Manager would perform the following duties (including but not limited to) in regards to the Telecommunications Transition: • Review all information received from the OA TMO • Monitor the Collaboration Site for additional information/responses • Monitor the OA Risks, Action Items, and Decisions (RAID) Log to ensure agency compliance with any mitigation/direction • Manage all communications with BIT clients to ensure stakeholder awareness and cooperation • Maintain a BIT specific RAID to ensure effective transition • Participate in project status meetings with BIT and OA TMO • Provide input into bi-weekly status to BIT executives • Advise technical leads on effective quality assurance techniques both in transition preparation and execution This engagement will be comprised of 37.5-hour work weeks. Some travel within Pennsylvania should be expected, a small budget of $2,000.00 is added to the Purchase Order. | |||
