Project Scope: In March of 2010, the Affordable Care Act (ACA) was signed into law ensuring all Americans have access to quality, affordable health care.  Implementation of this Act will allow Americans to make health insurance choices that guarantee access to care and provide innovative ways to decrease health insurance costs while improving the quality of care.  Beginning in 2014, more significant health insurance reforms will be implemented, one of which includes the American Health Benefits Exchange. 

 

The ACA mandates that all related exchanges include an operational call center that guides consumers and businesses through the process of purchasing health care insurance. The scope of this project will include building requirements for an HBX call center including the utilization of current and planned consumer assistance services and call centers, Infrastructure and Technology assessment and recommendation, operational model definition, work with appropriate subject matter experts identify methods and procedures that the center will rely upon to conduct the day-to-day operational activity, and high-level definition of the organizational structure with respect to inter-agency activity and relationship.

 

Position Description: In support of this effort, the procurement includes a Senior Business Analyst resource, operating within the governance of the DHCF project management office (PMO). This individual will operate as a senior business analyst and will be working as part of the team with the Contact Center functional and technical group with primary focus of  defining requirements, publish and manage proposals and responses. A successful candidate for this position will be able to expertly apply extensive business analysis processes and principles during the life of the project.

 

Primary Duties and Responsibilities:

• Our ideal candidate will be a strategic, execution-oriented analyst with technology and documentation management experience.

• Be responsible for direct interaction with clients including to design and implement processes and articulate definitions.

• Responsible for capturing all relevant information necessary to draft comprehensive client-specific proposals as well as other technical documentation.

• Conduct gap analysis between current processes and stated requirements and collaborate with the technical team to estimate project impact.

• Reviewing Requests for Proposals, System Development Requests, etc. to define requirements and estimates

• Defining activities and tasks required to meet business requirements, and estimating the manpower required to accomplish the tasks.

• Developing project work plans showing inter-task dependencies, staffing requirements and milestones.

• In collaboration with the technical team preparing estimates required to accomplish activities and tasks defined in work plans.

• Coordinating work of other team members in completing projects and resolving reported problems.

• Maintaining consistent and clear communication on project status with all parties.

• Ensuring project documentation is maintained throughout the project.

• Aiding in ensuring the project stays on schedule by providing assistance as needed.

• Maintaining and following client’s project management methodology.

• Create or assist others in the writing of user documentation, instructions, and procedures.

• Gather business requirements using different requirements gathering techniques (e.g. interviews, surveys, use case outlines, workshops etc.)

• Act as a liaison between the technology team and the business community, facilitate team interaction as well as foster IT-business relationships.

 

Qualifications:

• Bachelor's degree.

• Minimum of 5 years analyst experience preferred.

• Fluent with Word, Visio, PowerPoint, and MS Project

• Project management background is a plus.

• Working knowledge of business processes, system development and process improvements.
