The Software Developer/Programmer (SDP) converts data from project specifications and statements of problems and procedures to create or modify computer programs.

 

Complete Description:

The Iowa Department of Human Services, Division of Data Management, located at 1305 E. Walnut, Des Moines, IA is seeking four (4) people for staff augmentation as Software Developer/Programmer 4 (SDP4). DHS is looking to replace a legacy application and has a need to interface existing mainframe systems with a new server based eligibility system. 

 

DHS primarily has two environments: Legacy Cobol/CICS/IDMS/VSAM systems and client server/Web .NET systems.  Most systems are centralized but there are distributed systems as well that are used in field offices and DHS owned and operated facilities.  Many systems are home grown while some systems use third-party applications.

 

Required Skills:

 

- Demonstrated through prior experience the ability to:

 

- Trace and document data flows by reading & analyzing JCL, COBOL programs, CICS definitions, IBM and 3rd party utility control cards, Easytrieve/Dyl280/Culprit type programs, and other common mainframe data manipulation processes.

 

- Extracting and documenting Business Rules embedded in COBOL  (CICS and Batch) programs, third party utilities, and other data manipulation products.  This includes both business and functional aspects of the business rules.

 

- Create a document describing the data transformation for every data element over a specific period of time (daily, weekly, monthly).

 

- Defining and documenting existing Business Processes.

 

- Generate visually appealing diagrams using Visio that describe the data flow and transformations at a micro and macro level.

 

- Perform Mainframe programming with COBOL, VSAM, Panvalet, MVS JCL and PROCs.

 

- Demonstrated ability to effectively use third party tools and system utilities.

 

- Build solutions that cross multiple compute platforms (Mainframe CICS/Batch jobs and MS Windows servers) using batch processing techniques.

 

- Implement data models as needed using VSAM datasets.

 

- Build solutions within the specified project timelines.

 

- Accurately prepare written correspondence that is coherent, grammatically correct, effective, professional and engaging.

 

- Proficient in Microsoft Office suite, including Outlook, Word, Excel, PowerPoint and Visio.

 

- Demonstrated ability of high levels of interpersonal and communication skills.

 

- Demonstrated ability of Self motivation, self-direction, and able to work with little or no supervision.

 

- Must have at least eight to ten years of experience in all listed above.

 

Preferred Skills: 

 

- IDMS development skills a plus

 

- Previous experience with scheduling software.

 

- Build Consumer and provider web services on the mainframe.

 

- Demonstrated understanding of the client server environment, relational data modeling with SQL, Code development and testing on the Windows .NET platform.

 

- Public sector experience as a technical leader or within a program area.

 

- Experience working in Agile and Waterfall project methodologies.
