Main Duties:
- Review and assess project/program-specific data models for alignment to the enterprise CDMs and LDMs and identify gaps and issues that need resolution. Map and maintain linkages to enterprise data to existing system elements.
- Maintain data flow models that document how data flows through the enterprise
- Help maintain the Enterprise CDM and LDM containing common and reusable data objects at a high level (concepts) for use as standardized data templates for new software development projects or legacy re-engineering.
- Help publish standardized data naming and format conventions in the enterprise repository for data standards enforcement.
- Collaborate with data owners and data custodians/stewards with approving any changes to the program-specific information used in business process CDMs LDMs, DFDs and other relevant data architecture models.
- Participate in and manage IA Working Groups for model development and maintenance.
- Develop enterprise and data architecture models to support the alignment of the business, information and technical architectures
- Recommend and participate in activities related to the design, development, and maintenance of DCHs Enterprise Architecture (EA) focusing on IA but aware of all aspects of MITA BA/IA/TA.
- Conduct and/or actively participate in meetings related to the designated project/s with clients and/or partners.
- Advise and recommend enterprise architecture strategies, processes and methodologies.
- Collaborate with all relevant parties to review the objectives and constraints of solutions and determine conformance to MITA.
- Identify and recommend areas appropriate for further study and participates in any Proof of Concept projects required to thoroughly investigate architectural possibilities and strengthen arguments for their adoption.
- Identify implementation risks and analyses potential impact on the enterprise and on the achievement of scheduled objectives.
- Recommend and participate in the design and implementation of standards, tools and methodologies.
- Support the adoption of Enterprise Data Management Strategies and Standards
- Promulgate DCH enterprise-wide understanding of master data management and common data architecture principles and policies.
- Further define and maintain Common Data Architecture (CDA) standards and procedures
- Administer and maintain the DCH MITA Enterprise Metadata Repository containing approved sets of enterprise data vocabulary/names, definitions and formats.
- Ensure adherence to naming conventions based on approved MITA enterprise data standards such as FHIR, NIEM and HL7.
Minimal Qualifications:
- Bachelors degree in computer science, information systems or related specialty from an accredited college or university AND
- Ten years of job specific experience that includes system analysis, design and development, and relationship management.
- Minimum five (5) years of relevant leadership experience.
- Strong organization skills and comfort level with ambiguity in a fast-paced environment.
- Excellent Written, verbal, and diagrammatic communication skills
- Demonstrated ability to take initiative and accountability for achieving results.
- In depth knowledge and experience with Unified Modeling Language (UML)
- Expertise with conceptual, logical and physical data modeling.
- Working knowledge of Enterprise Information Architecture concepts and understanding of various database disciplines, including configuration, optimization and performance tuning.
Preferred Qualifications:
- Proficiency with SQL, Data Standards and XML Schema
- Experience with generating and importing XMI model files
- Experience with SOA Delivery of reusable Service Oriented Architecture components
- Experience with Data Management Master Data / Reference Data / Metadata Management - MDM
- Experience with generating DDL for miscellaneous target Data Bases.
- Experience in applying Federal and State guidelines for Enterprise Architecture.
- Experience with Medicaid Information Technology Architecture (MITA 3.0) and Medicaid Certification
- Experience with The Open Group Architecture Framework (TOGAF), Archimate, Zachman, or similar enterprise architecture framework.
- Experience designing, documenting, maintaining, re-engineering or implementing a Medicaid Management Information System (MMIS)
- Experience with technical standards associated with healthcare and exchange of healthcare information such as FHIR, HL7, EDI X12
- Experience working with the CMS Interoperability and Patient Access final rule (CMS-9115-F)
- Experience working with the Transformed Medicaid Statistical Information System (T-MSIS)
