The Office of Information and Technology (ITECH) is responsible for creating

technologically advanced systems and efficient infrastructure capabilities to enable timely

delivery of accurate and consistent employment information throughout the

Commonwealth. ITECH develops, operates and maintains statewide information systems

to support business processes that meet customer expectations.

This position will perform development, testing, documentation and other support

activities for DHRM's web-based applications (and other automated information systems

as needed). These and other efforts are in support of effective information systems that

aid DHRM in accomplishing the administration of the state's personnel policies and

programs for enhancing the quality of human resource management in state government.

The successful candidate will have:

•          strong understanding of automated system testing concepts and techniques

•          experience creating design specifications

•          experience developing and executing unit test scripts

•          advanced experience in application

•          development in a C#.Net web environment

•          demonstrated ability to quickly learn new processes

•          ability to produce understandable and complete end-user and other system documentation

•          working Knowledge of Microsoft Office products, such as Word, Excel and Access

•          ability to communicate effectively both orally and in writing, and work effectively

•          and cooperatively with functional users and technical staff in a team environment

•          ability to work well with all levels of management

•          ability to prepare and present formal oral presentations

•          ability to function well in both an independent mode and in a project team setting

•          bachelor's degree in Computer Science, Information Systems or related field, or equivalent experience in systems development or certification in Microsoft MCSD and

•          MCSE or MCSM.

•          Considerable ability and experience in C#.Net, Web Forms and Linq in a multi-layered and

•          multi-tiered environment.

•          Demonstrated ability to efficiently use Visual Studio .Net 2012 (or 2010) and SQL Management Studio.

Knowledge of Regular Expressions, XML, XPath, Web Services and Entity Frameworks

Knowledge an use of Visio, Team Foundation Server, Windows 7, SQL Server 2008 R2 and

DevExpress tools.
