Technical Lead (TL) developer supporting a MMIS Development Project within a specific business/functional area. Responsible for overseeing the work being done by the development team for that area.
The business area of responsibility would be one of the following; Claims, Provider, Reference, Member, Financial, Third Party Liability (TPL), Buy-In, or Managed Care. Individual must be able to apply specialized knowledge to conceptualize, design, develop, unit-test, configure, and implement portions of new or enhanced (upgrades or conversions) business and technical software solutions through application of appropriate standard software development life cycle methodologies and processes; demonstrate an ability to interact effectively with the Client and project roles (e.g., Project Manager, Business Analyst, Data Engineer) as required, to gain an understanding of the business environment, technical context, and organizational strategic direction.
Resource
must manage scope, plans, and deliverables for assigned components and
understand and use appropriate tools to analyze, identify, and resolve business
and or technical problems while applying metrics to monitor performance and
measure key project parameters. Additionally, they are responsible to ensure
appropriate system documentation, conformance to security and quality standards
and are expected to stay current on emerging tools, techniques, and
technologies.
Job
Qualifications:
Five (5) years or more development experience with the following
application developer tools is required: C, UNIX (HPUX, AIX, Linux,
Solaris), PLSQL, and Oracle.
Five (5) years or more technical leadership experience working with an
implementation team of application developers.
Eight (8) years or more experience of designing, architecting, engineering
and delivering implementations of medium to large applications.
Education:
Typically a technical Bachelor’s degree or equivalent experience and
a minimum of 8 years of application implementation development
experience or a Masters degree and a minimum of 8 years of application
implementation development experience.
Understanding of testing tools.
Knowledge of Corticon Business Rules Management System, Oracle Business
Process Management Tool set, Service Oriented Architecture would be a plus,
but not required.
Experience with CMS, Medicaid, Federal and State Healthcare Government, or
healthcare subject matter expertise would be a plus.
Work closely with State project teams providing them with sub system expertise
needed for particular projects.
Solid understanding of the System Development Life-Cycle (SDLC).
Job Specific Skills/Special Functions:
Demonstrated technical leadership skills.
Provide business expertise for the development and implementation of MMIS systems
within the specific functional area assigned.
Advanced understanding of RDBMS databases such SQL Server and Oracle.
Advanced understanding of modern software design and development methodologies
(e.g., OO).
Experience on multiple full release project life cycles. Advanced understanding
of modern SCM (software configuration management).
Advanced understanding of testing tools and unit test and integration
test scripting, and testing methodologies.
Advanced experience using an Integrated Development Environment (e.g., Eclipse,
Visual Studio) and development of tool add-ins. Strong understanding of basic
Database Administration.
Able to define quality and security standards.
Good verbal and written communication and negotiation skills.
General project management/team leader skills.
Ability to work effectively in a globally dispersed team and with clients and
vendors.
Roles
and Responsibilities:
The TL is responsible for the solutions within the business area, taking
advantage of latest technologies and leveraged solutions as well as being
innovative in leverageable designs of new development that can benefit future
MMIS development.
o Provides technical and leadership support for projects under his/her control.
o Provides technical leadership to the delivery organization to ensure service
excellence and consistent delivery.
The TL will have (non-HR) supervisorial responsibilities in delegating work and
ensuring that commitments are met according to schedule.
The
TL interacts with the following roles:
o Project Managers to identify technical challenges in new projects and address
them.
o Project Technology Architects to understand and deploy project technological
direction and standards.
o Is not responsible for the variable cost of a project.
o Does not keep tracks of man hours of the project team.
Is
not a Project Analyst..
The TL will act as a mentor for all the members on the development team,
specifically individuals identified as next to step into the TL role.
o Leads and/or educates their organization on technical and service delivery
concerns as appropriate.
The TL will possess the expected level of business acumen enabling him/her to
serve as an interface between the development team and the business (Operations
and/or State Client) while providing technical advice for their given business
area.
o Makes recommendations to improve/enhance client operational needs.
