They key to this position is that the resource will be responsible for Phase 1 (estimated at 400 hours) of a system re-design effort - working with the application stakeholders to review and understand the existing system, assess and compile the details applicable to proposed modifications and enhancements, and then correlate that information into a Requirements Analysis Document for the new version of the system, which is to be built using a .NET Framework and SQL Server 20xx. 

This is much more a functional than technical analysis role. The resource will not be analyzing the existing code, specifically, but because of the technical environment surrounding the system, they must be knowledgeable with Classic ASP, .NET Framework and SQL Server 20xx.
