JOB DESCRIPTION: 

Must be on-site - Sacramento, CA 
This position may include relocation assistance. 
The Application Program/Project Manager (PM) is responsible for day-to-day management of the project and its application development, M&O, and systems implementation. 
The PM is also responsible for overall performance and Contracts compliance. 
This role reports directly to the Project Director and is responsible for managing and coordinating resources assigned to the Project, and ensuring that all tasks in the Master Work Plan are executed in keeping with the schedules and requirements. 
The PM manages the project teams and sub-contractors and is responsible for project delivery including staffing, resource assignment, internal and external communication and management of technical and functional staff. 

Responsibilities: 
Oversee the overall program/project planning, prioritization, and execution of all projects including escalation and resolution of project integration issues. 
Provide day-to-day management and direction of resources assigned to the Project. Oversee and direct the technical team and technologies for the project. Oversee and direct the functional team and business. Manage the HP project teams and sub-contractors. 
Oversee project schedules and project plans. Monitor and maintain the development and implementation schedules. 
Oversee and manage deliverables. Ensure the timely development and delivery of quality Project Deliverables. Institute and maintain quality control over all Deliverables submitted for review. 
Manage client communications and interactions. Establish and maintain regular communications with the CMIPS Project Office and Counties. Oversee preparation of all documents, correspondence, and meeting agendas. Inform the CMIPS Project Office of any issues that might cause Project delays. Identify any potential problem areas, recommend solutions, and work closely and cooperatively with the State Project Manager to resolve issues quickly and fairly. Provide the State Project Manager with written status reports and keep the State Project Manager informed of Project progress versus the work plans. 
Manage against the contract, manage scope, cost estimates, and cost management. Manage the Project to the current work plans and coordinate the availability of scheduled resources to the Project. Manage all Project resources and ensure that appropriate resources are available throughout the life of the Contracts. Prepare budgetary updates. Monitor and maintain the Project's financial budget. 
Oversee DDI, M&O SDLC for the project. 
Implement and monitor project standards and identify and implement improvements as applicable. Maintain issue reporting, tracking, escalation, and resolution procedures. 
Report on project health, status and performance. Conduct ongoing reviews with State and County Project Team members and ensure issue escalation procedures are followed and issues are resolved. Develop and implement a quality assurance process to ensure all objectives are met, milestones are achieved, and stakeholders are satisfied. 
Oversee the change control/release management processes. Practice change management controls and procedures in coordination with the State. Analyze progress and suggest changes as deemed appropriate. 
Provide leadership to the project team leads and team members. Coach and mentor staff. 

Education 
Requires a Bachelor's in Computer Science, Information Systems, or equivalent. 
Prefer a Master's degree in Computer Science, Information Systems, or equivalent.
