DPW needs a PM with significant experience managing the development of highly complex web applications. Experience w/Health Information Exchange, HL7, and health information technology & clinical data is strongly desired for submitted candidates.

 

Complete Description:

The contractor’s primary responsibilities will be to participate in business and software requirement sessions with the DPW and its Program Offices and then work in a team with other state/contracted resources under direction of the Office of Medical Assistance (OMAP) from DPW to provide planning and direction to the Project Team to ensure proper analysis, design considerations, documentation, development, testing, and implementation of the highly complex Medical Assistance Provider Incentive Repository (MAPIR);  as a  VB.NET/ASPX, SQL Server 2008 web application.

 

This application will contain a methodology that incorporates appropriate policies and procedures for collecting the relevant information from the Office of Medical Assistance for processing Eligible Provider (EP) data from Centers for Medicare and Medicaid Services (CMS), Eligible Hospital (EH) data, track status of yearly participation, automate the processing of failed applications, generating and sending of provider inquiries and correspondence tracking of provider inquiries, automate audits in the areas of audit pools based on risk criteria, processing of weekly reports, and EP post-pay audit processing.  This application requires the need for several reports consisting of activity, payment, aging, appeal, dashboard and auditing reports.  The application also requires the ability to open inquiries on the dashboard for Age Buckets and 60+ day application process flow.

 

The contractor will also have responsibilities to participate in business and software requirement sessions with the DPW and its Program Offices and then work in a team with other state/contracted resources under direction of the Office of Medical Assistance (OMAP) from the DPW to provide planning and direction to the Project Team to ensure proper analysis, design considerations, documentation, development, testing, and implementation of the highly complex Clinical Quality Measures Initiative. 

 

This initiative will contain a methodology that incorporates appropriate policies and procedures for facilitating use of patient specific clinical data extracted from electronic health record technology to improve health outcomes.  The ability to collect and use patient specific CQM’s will allow providers and care managers to comprehensively  understand their patient’s needs to recommend plans of care that efficiently utilize services and involve the patient in their healthcare.

 

TASKS TO BE PERFORMED

•             Lead discussions in business requirements sessions with the Office of Medical Assistance (OMAP); provides oversight and direction to the development staff in the creation of the Systems Requirements Deliverables. 

•             Provides planning, direction and oversight with members of the application development team to analyze the business / systems requirements and the design of the application.

•             Provides direction and oversight with the members of the application development team to develop the Detailed Systems Design Deliverable(s). Facilitates and leads meetings with the Office of Medical Assistance (OMAP) to gain acceptance of the application’s detailed design.

•             Coordinates work with other software developers on the team.  Understands the key target milestones of the project and provides direction and organization to the development team to ensure consistency and adherence to project time lines.

•             Provides status of work to the Application Developer Administrator.  Completes and monitors estimated-time-to-complete and actuals for assigned tasks. Completes required time reporting processes.

•             Anticipates, identifies, tracks and resolves issues and risks affecting own work and work of the application team.

•             Executes all responsibilities with little direct supervision from the Application Developer Administrator.

•             Facilitates and leads meetings with the Office of Medical Assistance (OMAP) to gain acceptance of the application prior to implementation.

•             Ensures all deliverables are drafted and completed to gain acceptance from the various Divisions within the Department to ensure successful implementation of the system.

•             Identify all defects discovered in post-implementation through the end of the contractor’s engagement, assign priorities to bug fixes by facilitating meetings with the Office of Medical Assistance (OMAP) and provides direction to the application development team to organize work to resolve all defects.

 

 

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS

Submitted candidates MUST possess a minimum of 5 years’ of industry (IT) experience in Project Management managing highly complex web application projects.  Experience with Health Information Exchange, HL7, and health information technology & clinical data is strongly desired for submitted candidates.

 

Additionally, candidates must be able to demonstrate specific experience, support and background with the following:

 

•             Manage overall compliance with SEP, CMM, SDLC, SQA, and PM processes and standards

•             Ensures proper project management frameworks, logistics, change control, and governance are effectively managed and well documented throughout the project life cycle

•             Ensures required technical skills and staff resources are available to complete the project within established time frames

•             Monitors progress against the established plan and provides accurate timely status reports; monitors and evaluates potential risks, impacts, and mitigation strategies, resolves critical issues; and conducts periodic reviews of project phases, deliverables, and critical project milestones

•             Identifies problems and specific issues and and conducts preliminary analysis to help determine root cause, impacts to business operations, solution alternatives, mitigation strategies, corrective and preventative actions for solution execution and implementation.

 

Candidates MUST HAVE experience in leading, planning, and directing a technical team and must be able to come into the project able to hit the ground running.  Candidates MUST HAVE superior communication skills, both verbal and written as well as organizational skills as they must be able to exchange information with all levels of DPW staff (management to end-user).
