The consultant must have specific experience in J2EE application architecture and development 

• Documented experience as an OOP developer (minimum of four projects)
• Team-oriented individual with excellent interpersonal, planning, coordination, and problem-solving skills
• Documented experience analyzing, designing and developing Enterprise Java Technology components for business applications.
• Proficiency in oral and written communication
• High degree of initiative and the ability to work independently and follow-through on assignments.
• Demonstrated experience using iterative software development methodologies including creating UML artifacts, RUP methodology, and visual modeling tools
• Experience must include development and unit testing of components (classes and objects), although complete lifecycle experience is preferred.
• Solid background in the practical application of the RUP six best practices preferred
• Understanding and use of Project Management Methodology is a plus
• Development of legislative applications is a plus
• 6+ years experience in object oriented development is a plus.
• 6+ years experience in an n-tier environment is a plus.
• Bachelor’s or higher degree in a related discipline is preferred.
