Position Description
This position will serve as a Level 3 Application/Software Engineer to provide
technical leadership in the design, development, integration, implementation,
maintenance and documentation of the Department of Insurance and Financial
Services’ highly complex IT applications, and will adhere to the standards set
forth by the IT industry, the Department of Technology Management and Budget
(DTMB), and the Client. Candidates must be experienced PowerBuilder developers
with extensive experience designing, developing, enhancing, debugging and
testing of complicated PowerBuilder Client/Server applications that access
Oracle databases. In addition, candidates must have experience creating
technical documentation for complex PowerBuilder applications.
Skills Required
• Knowledge and proven skills in PowerBuilder application development.
• Knowledge and proven skills in Object Linking and Embedding to Microsoft
Word.
• Knowledge and proven skills in writing PL/SQL code for Oracle database
triggers, procedures, functions and packages.
• Knowledge of computer programming, data modeling, and object-oriented
programming procedures and techniques.
• Ability to effectively work with a software development team, make decisions
related to assigned tasks, analyze business requirements, create design
specifications, and construct and test computer systems.
• Ability to troubleshoot and resolve development problems, and calmly and
rationally assess situations.
• Ability to communicate technical terminology at a level appropriate to the
audience both verbally and in writing.
• Ability to provide quality customer service, build trust through integrity of
work, and build strategic relationships through teamwork are required.
Skills Preferred
• Knowledge of MS SQL Server, MS Visio, MS Project, MS Access, and fundamental
Project Management Methodology (PMM) is desirable but not required. • Knowledge
of Windows and Android Mobile development is very desirable but not required. •
Knowledge of Responsive Code Web development is very desirable but not
required.
Experience Required
• 10 years direct work experience developing complex computer systems using
PowerBuilder 11.5 + for the Microsoft Windows environment
• 5 years of experience in designing database objects and creating tables,
keys, foreign keys, database triggers, packages and materialized views in
Oracle 10g or higher
• 5 years of experience writing PL/SQL code for Stored Procedures in Oracle 10g
or higher
• Experience in performance tuning of PL/SQL code
• Experience using sound source control methodologies and tools
• Experience working directly with a system owner to gather business
requirements, support customers during the testing phase, train users, document
system functions and business rules, and problem resolution
Experience Preferred
• 5 years of experience in the government arena supporting licensing and
enforcement applications.
• Knowledge of the .NET/C# platform a plus.
