PennDOT requires the services of a Senior Business Analyst (BA) staff augmentation consultant to serve as a BA on the Local Projects (LP)- Invoicing Project. The LP-Invoicing project is stage 3 of a high profile project which has collectively sought out to provide a business solution to allow local municipalities the ability to let local design contracts, electronically process reimbursement agreements and improve turnaround timeframes for paying their vendors. This stage of the project addresses the direct payment to sponsors for local projects within the Electronic Construction Management System (ECMS).
The Senior Business Analyst will lead the effort in scoping the current “as is” and “to be” process for municipalities to invoice and pay their sponsors. This information will be used for reporting the feasibility of this stage of the project to PennDOT management. If PennDOT management chooses to move forward with the project, the Senior Business Analyst will lead the BA activities throughout the development lifecycle. Below include the specific duties for this position.
Specific Duties:
1. Work with PennDOT IT Project Manager and team to document the current invoicing process, which will require travel to local municipalities throughout the commonwealth
2. Work with PennDOT IT Project Manager and stakeholders to gather and document business and system requirements
3. Document “as is” processes and “to be” processes
4. Work with PennDOT team members to provide a cost benefit analysis
5. Work with PennDOT Team members and stakeholders to develop Use Cases
6. Provide detailed meeting minutes for all meetings relevant to business and system requirements
7. Participate in cross functional team meetings on a regular basis
8. Provide daily status updates on business analysis tasks
9. Provide detailed status reports to PennDOT IT Project Manager
10. Work with PennDOT Team members and stakeholders to develop testing plans
11. Participate in testing efforts as the system is being developed
12. Create user documentation such as training materials and/or screen prototyping
13. Continuously update documentation throughout project life cycle as needed
