Job Description:  This is a multi-dimentional role.  As a project manager in the IT divisions of the Virginia Department of Transportation (VDOT), the incumbent is required to develop statements of requirements (SORs) for outsourced IT projects and services.  The incumbent will interview IT management and staff to gather requirements for SOR development, will develop SORs, manage the SOR review and revision process, and coordinate the posting of SORs on the state’s Supplier Managed Staff Augmentation (SMSA) vendor’s web site.  

 

Essential Roles and Responsibilities

• Partner with IT management and staff to determine SOR requirements and develop SORs to meet those requirements.               

• Document SOR requirements in an SOR template.

• Manage review and revision of the SOR to reflect and meet client needs.

• Coordinate posting of the SOR to the SMSA vendor’s web site.

 

Once SOR has been awarded and an SOW is put in place, will assist with tracking of deliverables, expenditures, and creating reporting process for management.   

 

As an IT Financial Analyst, incumbent coordinates, maintains and administers finances and budgets for the agency portfolio of IT projects.  Assists in identifying total cost of ownership and return on investment calculations for IT projects.  Tracks IT project budgets and cost and updates project financial reporting based on changing project plans.  Prepares cost/variance reports on a project level basis and distributes to various levels of IT management. Develops and distributes consolidated monthly project financial reports and Technology Investment Board financial project reports. Ensure proper financial processes and deadlines are met; develop and implement internal processes and procedures and assist in the coordination and execution of these to support and comply wtih IT policy and procedures.  Participate in the development and maintenance of performance metrics, measurements, methods, and targets to promote financial accountability, and assist in identifying performance improvement opportunities. Ensure proper due diligence is applied in confirming benefits for each project solution. Support financial decision making by assisting with project business case documents for proposed IT projects and programs.   Provides financial analytical support on new business initiatives and special projects as needed.

 

• Bachelor's degree in Computer Science, Accounting or Business Administration with a concentration in Accounting or Finance required.  MBA a plus.

• 11-14 or more years of relevant work experience in Information Technology department with majority of expereince in project management and financial analysis area.

• Project Management (PMP) and Procurement (CPP, CPPM, etc.) certifications helpful, but not required.

• Experience in accounting and financial principles and practices, and the analysis and reporting of financial data, budgeting and long range planning.

• Excellent written and verbal communications skills and ability to operate with all levels of the organization with a great attention to details.

• Proficient knowledge and use of the MS Office Suite including Excel, Word, PowerPoint and Access,

• Knowledge and practical experience in the EPm tools of MS Project Server and Professionals.

• Independent in work ethic and thought process, needing little direction / supervision.

• Positive attitude and strong team player with eagerness to learn and add value to the agency.

• Ability to work cross functionally and interact effectively as financial lead with all IT groups.
