IID – Securities is seeking one senior IT developer with at least 8 years of experience in developing, testing, deploying and supporting applications in a web/SQL Server/.net environment.  

IID-Securities receives electronic and paper filings from entities that want to register securities for sale in Iowa.  75% of these filings arrive via an electronic portal called Blue Express. 

Blue Express is a web-based product that was donated to the IID and other state securities depts. The current ‘owner’ is BNY-Mellon which provides only limited assistance. The existing front-end is built in ACCESS 97 and no existing IID staff members have significant experience and knowledge of its coding. The developer will need excellent analysis skills and the ability to create not only a new front end in .net, but a logically more simplified and intuitive front end. The requirements and existing functions are well documented – from the standpoint of the user.

This senior IT developer will function with a contracted Business Analyst  and IID in-house tech staff to complete Phase two of a project to update the existing registrations database front-end from ACCESS 97 and SQL 2000.  Collaborate with Business Analyst  on functionality testing.

Phase I is substantially complete. Tables are migrated to SQL 2012 and a new front-end for daily registration functions in .net is in beta testing.

Phase II will include:

1. Analyze existing code, design and build new .net front-end for Blue-Express. Disconnect from Access 97 and reconnect to new front-end.
2. Analysis, design and build functionality for IID to implement State e-pay program through US Bank.
3. Build daily and periodic statistical and accounting reports. 
4. Perform system maintenance for 12 months as needed.

Responsibilities include:

1. Serve as a Technical lead on projects from concept through the post-implementation stage of the Software Development Life Cycle.
2. Serve as a Programmer/Developer on projects lead by Business Analyst.
3. Work on New Development, Maintenance Projects, Testing, Requirements/Specifications creation, Problem Logs etc.
4. Create technical documentation of coding and mapping

Other required skills: 
Ability to work in a team environment and experience with Microsoft Office products.
Ability to transform business requirements through functional/technical analysis into technical specifications and design;
Ability to build application programs based on technical specifications and developer testing and to implement same. 
Ability to support the SDLC process through post-implementation Support. 
Good verbal & written communication.  Ability to logically and creatively analyze complex processes & programs.  
Ability to understand business processes & to be customer focused.
Experience working in both traditional and agile development environments. 
Demonstrated experience developing complex transactional applications using role-based security management.
Demonstrated ability to perform development tasks in the above areas is required.
