The candidate should have a strong background in leading and managing projects, eliciting and documenting requirements, designing potential solutions, advising on buy-versus-build options, assisting the program on procurement and implementation, and potentially managing vendors. The resource should be a self-starter willing to jump in and work with a diverse team of people.
