The Technical Writer develops and maintains user and technical documentation and project process documentation for Application Teams.

The Ohio Department of Public Safety is seeking a consultanti  with expertise in designing, developing, and deploying engaging and interactive eLearning training for an IT system. 

Strong background in all aspects of designing, developing, deploying, and testing eLearning for users of an IT system; contributes to end user/organizational success; serves as the subject matter expert in eLearning development, and serves as the subject matter expert for all eLearning development. This will be to support the rewrite of the Automated Title Processing System (ATPS Blue). 


The Technical Writer develops and maintains user and technical documentation and project process documentation for Application Teams. Technical Writer understands the user’s view of applications and /or technology and is able to put procedures in a logical sequence. The experienced Technical Writer provides expertise on technical concepts of applications and /or user groups and structuring procedures in a logical sequence, due to a broad understanding of the applications within their Tower.

Role Description:
All roles specified in TW3 plus the following:
•Ensure work remains within the agreed project scope.
•Coordinate work with other Lead Technical Writers as appropriate.
•Coordinate and procure the required skills and techniques required by the Application Teams for documentation needs.
•Communicate accurate and useful status reports to Group Lead and other management on a timely basis.
•Anticipate, identify, track and resolve issues and risks affecting own work and work of the Application Team.  Develop contingency plans as necessary.
•Manage expectations of the Technical Writers’ internal and external customers.
•Define documentation quality standards as needed.
•Conduct post project reviews and quality assessments.
•Ensure that defined processes are followed.
•Communicate related improvement measures to the team.
•Communicate clearly to Technical Writers their goals, organizational philosophies, policies and procedures.
Required Skills Need Mandatory Requirements/Time
1. Four (4) years’ verifiable and demonstrable experience using sound adult learning principles and story-telling skills to create concise, easy-to-navigate, visually interesting, SCORM-compliant eLearning courses to support a distance learning program for users of an IT system.  

2. Three (3) years’ verifiable and demonstrable experience using eLearning authoring tools (Lectora, Camtasia Studio, and SnagIT) to develop courses, and mentoring other trainers in the use of these technologies.

3. Three (3) years’ verifiable and demonstrable experience creating graphics, animations, video/audio, that clearly shows users how to use the new system. (Please be prepared to show samples of your work.) 

4. Two (2) years’ verifiable and demonstrable experience working with Course Mill 6.0 or an equivalent LMS.

5. Two (2) years’ experience creating skill-based assessments within an eLearning program.

6. Acts as the subject matter expert for the content authoring tools – Lectora and Camtasia. 

7. Collaborates with the LMS administrator to design, develop, test, debug and deliver eLearning content. 

8. Partners with the client, SMEs and other training team members to understand and meet their design expectations for a blended learning solution.

9. In-depth understanding of curriculum development, ADDIE/SAM, storyboarding, and adult learning principles.

10. Naturally inquisitive and proven self-starting attitude for learning a complex business process IT application.

11. Ability to multitask and meet aggressive deadlines.

12. Pay detailed attention to requirement changes.

13. Experience working in a team-oriented, highly collaborative, nimble environment.
