Complete Description:

 

The vision and mission of the Metropolitan Police Department (MPD) is to safeguard the District of Columbia and protect its residents and visitors by providing the highest quality police service with integrity, compassion, and commitment to innovation that integrates people, technology and progressive systems. MPD is working with a vendor to develop and implement a mission critical system used to support Public Safety. The Digital Evidence Enterprise is used throughout MPD and other District of Columbia agencies to directly assist with our primary goal of public safety. The DEE is used to locate, identify, sore and warehouse all digital information deemed as “evidence” pertaining to a crime or crime analysis.

 

The Contractor shall be a part of the Application Solution team that develops and maintains the DEE. The Contractor shall provide assistance and advice to the Director, DEE and help define and map an enterprise level environment for the policy management, development, monitoring, and remediation of the DEE.

 

REQUIREMENTS

 

1.         The Contractor shall have outstanding verbal, written, presentation, facilitation, and business/IT partner interaction skills. In particular, a demonstrated ability to effectively communicate technical and business issues and solutions to multiple organizational levels internally and externally.

 

2.         The Contractor shall have solid problem solving and analytical skills; able to quickly digest any issue/problem encountered and recommends appropriate solution options.

 

3.         The Contractor shall have a strong background in Program/Project Management.

 

4.         The Contractor shall have a strong background in writing technical documents such as General Orders or Standard Operating Procedures.

 

5.         The Contractor shall have a strong background in developing and producing charts and diagrams to explain the business flow.

 

6.         The Contractor shall have a minimum of 7 years of experience with change/configuration management.

 

7.         The Contractor shall have a minimum of 7 years of experience with business analysis and business process re-engineering.

 

8.         The Contractor shall have a minimum of 7 years of experience with conflict management and negotiation skills.

 

9.         The Contractor shall have a minimum of 7 years of experience Microsoft Project.

 

10.       The Contractor shall have a minimum of 7 years of experience Microsoft Office.

 

11.       The Contractor shall have experience designing and implementing performance and regression testing.

 

12.       The Contractor shall have a minimum of 7 years of experience designing risk management plans.

 

13.       The Contractor having experience with web based application development would be a plus.

 

14.       The Contractor having experience with Agile methodology is required.

 

15.       The Contractor having experience as a technical team lead and hands-on designer/developer would be a plus

 

16.       Every two weeks during the performance of work under the contract, the Contractor shall submit an hourly timesheet to the Director, Digital Evidence Enterprise. The timesheet shall state Contractor hours worked, vacation or sick leave taken during the two week period. The two week period shall coincide with MPD’s payroll schedule.    

 

18.       Weekly, during the performance of work under the contract, the Contractor shall submit a written status report to the Director, Digital Evidence Enterprise. The status report shall lists the work performed during the week; state the status of current assignments, any outstanding issues, and any other additional projects requested by the Director, Records Management System.

 

19.       At the DEE Directors direction, the Contractor shall:

 

a.         Perform Business requirements analysis, understand business needs, translate business needs into technical solutions and work with development teams/third party development vendors to implement solutions.

 

b.         Manage all aspects of IT projects, including work, personnel, relationship, financial, risk, contract, and vendor agreements.

 

c.          Manage all aspects of the lifecycle, from initial policy planning, scheduling, and requirements analysis.

 

d.         Coordinate with vendor all aspects of ongoing operations, including production support and maintenance.

e.         Develop program/project objectives and plans for achieving them.

f.          Create metrics and targets for project objectives and routinely track and report progress against them.

g.         Ensure coordination with other program/project teams, such as those re-engineering source systems and/or business processes.

h.         Work closely with executive sponsors and stakeholders in the business, including the Heads of Business Units, and CIO.

i.          Work closely with the extended technical team – Team Leads in Development and Quality assurance and Operations and Infrastructure Specialists.

j.          Ensure high-quality on-time deliverables within budget

k.         Develop/oversee the documentation of requirements analysis, design specifications, user's guides, installation guides, or custom training materials.

l.          Provide weekly written status reports and update project sites with the latest project updates.

m.        Identify and manage risks to project success and create and maintain a project risk log; develop effective action plans for resolution as early as possible

n.         Plan, manage and implement change control requests.

o.         Collaborate across business and technology organization and build strong cross-organizational relationships.

p.         Perform related IT duties as assigned.
