L&I is seeking a resource to be the primary support for three complex applications.

The Department of Labor & Industry in the midst of the Unemployment Compensation Modernization System (UCMS) project. This project will replace all of the current mainframe based UC systems. 

Due to the highly complex nature of the UC legacy systems, contract staff continuity is essential.  The incumbant of this position needs to have business area knowledge, technical competency, and hands on knowledge of the business critical legacy systems during the modernization project. 

This position involves support of the PA100 system which provides data to the Unemployment Compensation Management System (UCMS), the Treasury Offset Program (TOP), and UC Claims web application maintenance. 

L&I is seeking a staff augmentation contractor to support these applications. The primary applications supported by this position are highly complex. In all cases, ongoing maintenance and support are to be provided.

The staff contractor will be the primary support for three applications:  
 
The PA100 System is the gateway from Pennsylvania Open for Business and Pennsylvania Department of Revenue through which virtually 100% of employers register to file the required reports and pay the required contributions that fund UC benefits in Pennsylvania.  The system then presents the incoming data to program area registration staff for the first step in registering an employer in the UC system.  This is a mission critical system that new employer registrations flow through to populate the other UC IT systems, including the recently deployed UCMS (Unemployment Compensation Management System).  
 
The ATLAS (Automated Tax Laptop Audit System) application is a complex, business critical application that is used by the entire UC tax field staff to audit employer books and records to ensure compliance with the UC Law, an activity that is required by the US Department of Labor who funds all UC activities in the state.   

The TOP (Treasury Offset Program) is a system meant to detect people that have had overpayments on past UC Claims and ‘offset’ their tax returns as reimbursment of the overpayment. The system is comprised of 2 parts; the data file reader and the browser system. 

In addition, this staff contractor will act as the backup support resource for the highly critical and visible UC Claims web applications (Intial claims and Continued Claims).

Specific Tasks/Resposibilities:
The scope of services we will provide to the PA Dept. of Labor and Industry includes consulting expertise in the following areas:
• Problem diagnosis and troubleshooting with production operation.
• Support daily production environment to ensure proper quality and throughput.  Research and resolve any quality\throughput issues.
• Systems administration and security support.
• System performance analysis and optimization as needed.
• Custom program modifications to meet new \ changing system requirements.
• Interact directly with internal and external clients to obtain requirements for changes, feasibility, and time-estimates.
• Programming business logic required for all work papers and functionality required by the auditing process.
• Implement the business logic for determining accurate audit calculations related to all data required for the audit.
• Provide full written documentation of the system enhancements.
