Short Description: Applications Development Manager (Personnel)

Complete Description: Functions as the Manager of the Applications Section of the Information Technology Division and oversees the development and support functions of the VSP application software. Plans, organizes, and controls the activities of a staff of highly skilled professionals through subordinate supervisory and technical personnel. Oversees the design, development, implementation, and maintenance of multiple large scale information systems. Develops and administers cross training plans and/or develop desk procedures for subordinate staff to ensure continuity of operations. Extensive experience managing/supervising information technology staff. Extensive experience with procurements, negotiating and managing vendor contracts. Experience with RFI and RFP processes.
Detailed knowledge of information systems development life cycle methodologies and effective project management techniques. Skilled in strategic direction planning, reviewing and analyzing data to predict future needs for VSP applications. Excellent oral and written communication skills. Ability to motivate and work effectively with others.
