Short Description:  Support the collection, creation, processing, and quality control of county road centerline data for incorporation into a statewide all public roads linear referencing system (LRS) GIS database that will support the US DOT requirements.
Complete Description:  Years of Relevant Experience: 5 years total experience; 3 years specifically in geographic information systems.
Education: 4 year college degree with major coursework in geography, computer science, geographic information systems 
The Arkansas Geographic Information Systems Office (AGISO) is contracted to the Arkansas State Highway and Transportation Department (AHTD) to work directly with county personnel who are the primary editors of the road centerline geographic information systems (GIS) data to implement common database fields to store information pertaining to road class, road design, and surface type on local roads. The AGISO will add or modify these features in the countywide road centerline dataset and deliver the statewide file to the AHTD for the Federal requirements of Moving Ahead for Progress in the 21st Century Act (MAP-21). The goal of the project is to enhance the road geometry, paved or unpaved status, and jurisdiction ownership (US, state, county, city, or private) for all roads in every county.  The production unit is by county and the production performance standard is one county every four weeks on average.  
Duties: Develops spatial data overlays and comparisons, tests topology for structure and accuracy of spatial data components of the centerline file, and address point file.  Assists in developing workflow and routines for ingesting spatial data from a variety of sources into a common standard, performs geostatistical analyses, generates and analyzes geocoding jobs, tests and analyzes geocoding results, displays and communicates results using GIS on a weekly basis. Develops, tests, documents and performs data capturing, analysis and quality control procedures on a weekly basis. Communicates issues and errors to local constituents in meaningful ways to correct and enhance data quality.   Enhances and promotes the utilization of GIS through technical support for other team members on a daily basis. Assists in the quality control and quality assurance testing for address databases, may occasionally participate field verification at local, city or county levels.  Occasionally travel to county locations to meet with constituents on address point file data development, maintenance, and verification.  Represent the agency with the highest standards of conduct. 
Required Abilities: Must be able to communicate on a basic level in nurturing and educational tones with less sophisticated users who are creating data, must communicate with managers accurate and useful status updates, manage and report time spent on all work activities, follow quality standards, have the ability to work in a team environment, complete assigned tasks, determine time estimates and schedule for own work and resolve issues in a timely manner.
