With nearly 8 years as a technical lead and senior .NET developer I developed enterprise level web applications used across the Air Force and DoD. My experience in the IT and program management fields was invaluable in providing life cycle management for the development acquisition integration field support and modernization of Air Force Systems.
As the technical lead for the Air Force s top priority to modernize Agile Combat Support ACS I automated key architecture processes and developed enterprise level web applications using web services and SOA. My role in this 35 Billion project included the development of .NET web applications and administration of Windows 2008 servers virtual servers IIS 7.0 and SQL Server 2005/2008.
In support of the Aging Aircraft System Program Office and with the oversight the 3-Star Pentagon level Fleet Viability Board FVB I developed the Fleet Viability Prioritization Model FVPM . FVPM is a complex and highly specialized web-based system providing leadership at the Pentagon with a rack and stack of which air force fleets were most in need of FVB s in-depth analyses thus streamlining the business operations and achieving enterprise-wide savings. I developed key interfaces to FVPM using .NET web services to the aircraft Reliability and Maintainability Information System REMIS and the Air Force Total Ownership Cost AFTOC data warehouses. As a key member of the project team I led a team of functional specialists from Northrop Grumman Lockheed Martin and other contractors to identify problems and find solutions to complex issues as we integrated FVPM with REMIS and AFTOC data warehouses. In addition I represented management at high level meetings with the FVB director and his team providing monthly updates and demonstrated FVPM capabilities at a briefing to the 4-Star General Carlson HQ AFMC/CC.
I developed the Program Manager Qualifications Tool PMQT and successfully deployed it to multiple Air Force centers. PMQT is a web-based tool integrating multiple Air Force/Army/DoD systems to provide over-arching functionality and a comprehensive picture of the PM Program Management workforce along with monitoring compliance on statutory position and training requirements.
In support of the Capabilities Review Risk Assessment CRAA process I developed the Capabilities Based Linking Tool CBLT . The CBLT .NET web application integrated disparate sources including CONOPs Concept of Operations RAND Corporation reports deficiencies on weapon systems GAP analyses MCL Master Capability List the Scientific Advisory Board SAB AF/XOL Lessons Learned and commander direction.
