Technical Project Manager, System Integrator - Senior Principal, Senior Requirements Manager

Confidential, Arlington, VA

Responsibilities:

  • In the process of performing functional analysis, I uncovered a requirements gap of 527 Service Summaries that were overlooked because of a flawed Statement of Work (SOW) that only specified the implementation of an online version of a Service Catalog contained in a Word document, and did not refer to the current Services already implemented via the Remedy Requestor Console, Incident Management Console, and Change Management Console. This omission would have had a major negative impact on both the Customer base and the Service Desk. In addition, my detailed/critical reviews of all Project Milestone Decision Authority (MDA) documentation added significant value and increased the quality of the deliverables by correcting editorial, logical and requirement inconsistencies. Formulated criteria for critical Go/No Go decisions. I facilitated a weekly Technical Exchange Meeting (TEM) of a large group of Users/Subject Matter Experts (30-50 participants) to ensure logical and systematic conversion of customer requirements into a total system solution that leveraged built-in COTS features and minimized customization. Provided input to data modeling activities, based on workflow and data flow, with emphasis on structured standardization via pull-down menus and pick-lists. I formulated the preliminary Service Level Agreements and made provisions for the gathering of metrics and periodic reevaluation of the SLAs as the processes matured. I leveraged ITIL best practices and terminology to design and implement modular/efficient process and data flows. I coordinated, and implemented User Acceptance Tests through this TEM and solicited and propagated elements of the Communications Plan, including online and in person training. Because of my expertise and reputation for attention to detail, I was assigned as the Technical Project Manager, originator/coordinator of a very large, highly visible, time critical Request for Change (RFC) to realign the WAN architecture for the Confidential for the Confidential Campus East (NCE). In addition five Confidential buildings were being closed to comply with the Base Realignment and Closure (BRAC) government wide initiative. I re-architected the entire WAN to be upgraded and realigned without a single point of failure and with provisions for 7 years of Operations and Maintenance. In this role, I facilitated a weekly TEM of 15-20 SMEs and government representatives, and negotiated the complex RFC creation, coordination and approval process involving more than one hundred changes /updates to the Confidential baseline requirements documentation and detailed Costing Instructions. I coordinated the reconciliation of the costs derived from the Costing Instructions and the government budget, to include seven years of Operation and Maintenance. After coordinating approval by agency Senior Change Management Board, I facilitated the development of the Engineering Change Proposal (ECP) that implemented the actual work. I validated the ECPs so that no requirements were omitted or added without approval. For this work I received two letters of commendation from the government.
