Woodland Hills, CA; CTO, Chief Architect

  • Member of the IT Senior Leadership team, responsible for IT budget of approximately $36 million.
  • Responsible for the following groups: Architecture Group (Founded), Business Intelligence Group, State and Regulatory Report Group and Database Administration Group. Previously responsible for Development Group, Engineering Group (Founded), Corporate Systems and Finance Group, eCommerce Group (Founded)
  • Business Intelligence and Data Warehouse: Originally this was based purely on custom reports out of the OLTP systems. Developed the Strategy and Roadmap for Business Intelligence: This included building out a common data layer (CDL), data warehouse, data marts and self services reporting. This allowed for a single definition of all data across the company and enabled reports to be “certified”. It also included the evangelism of the platform and shifting the users to a self service model. There are three major areas that have been rolled out Policy, Claims and Medical, with Quote scheduled.
  • Responsible for the architecture and development of all Zenith Systems, the largest being the new Athena Claim Systems. This currently 1000 daily users.
  • Led the team for making the decision to buy, build or outsource for a replacement policy system. While this is not started the detailed planning has been going on for the last year and will be the largest software undertaking in the company’s history.
  • Responsible for reviewing all software vendor contracts including price negotiations. Negotiated both Oracle and Microsoft agreements, resulting in significant savings over multi - year agreement (more than 20%).
  • Responsible for setting SLA standards for all external vendors, including calculating penalty structures. A key example of this was the outsourcing of the Bill Review system at Zenith. This is a 2 million dollar+ project with extremely high transaction volume.
  • Responsibility for and restructuring existing teams: This involved evaluating talent, managing people out if necessary and hiring people. The primary groups included development and Business Intelligence.
  • Major achievement was to go from 60% IT spend of lights on to 40% lights on (60% discretionary), which has made funds available for R&D and capability expansion.
  • IT Sponsor for implementation of Premium audit system. Resulting a direct head count savings of at least 7 and reduced the average audit turn-around time from weeks to days. Also allowed for online information submission that reduced physical mail by 50% (continues to trend higher with target goal in 90% range).
  • Has authored various IT policies, including Technology Use Policy, Open source Use Policy, Business developed application Policy.

Woodland Hills, CA; VP, IT Architecture

  • Proposed, evangelized and implemented an Enterprise Service Bus within Zenith. This included a set of standardized message formats and API’s to be used across all applications. These are based on the standard ACORD insurance protocols. This removed the point to point complexity that existed and resulted in a simplified system integration environment.
  • Single rating engine strategy - Implementation of insbridge rating engine - allowed for moving from multiple custom rating-engine to a single commercial product.
  • Responsible for implementing the Zenith bill review and pricing system. This now processes approximately 500,000 bills per year.
  • Developed a light weight IT Portfolio management system - this manages resourcing and budgeting for all projects.
  • Managed team that implemented the BMC Remedy (Hosted Solution).
  • Introduction of search engine based capabilities. Our legacy claims system has over 40 million notes and was extremely slow. The recommendation was for a complete redesign, I suggested that they simply index the notes in an open source search engine. This turned out to be an extremely fast solution at minimal cost.
  • Developed strategy and completed the implementation for dealing with all unstructured data within Zenith. Majority of claims information was tied up in unstructured notes and this has been made available for analysis. This is being heavily used by fraud and SIU departments for trend analysis.

Woodland Hills, CA; Director, IT Architecture

  • Implemented development standards J2EE, Smartclient UI Ajax Framework, iLog JRules, Fujitsu BPM, Event driven architecture, XML Storage (Dynamic Data). Paradigm shift from hard coding to configuration based systems. Prior to my arrival there was no formal SDLC at Zenith, I championed a development lifecycle based on a modified RUP approach with a structured gating process for executive approvals.
  • Responsible for e-Commerce strategy, this included online rating and quoting as well as presentation of claims and policy information. This resulted in a huge increase in small business growth for Zenith. Major factor was the straight through processing of new business (from quote to bind) including all underwriting rules.
  • Consolidation of multiple claims and policy systems into a single system. This included a history conversion of all claims and policies (workers compensation has a long tail).
  • Implemented SSO solutions for internal (buy) and external (build) systems
  • Introduced the concept of and built a number of groups from scratch at Zenith - Architecture, Engineering and configuration management. I was directly responsible for all group objectives, job descriptions and hiring.
  • Off-shoring program: As part of the senior leadership team put together the approach for building out offshore team. This included SLA’s, determining onshore offshore ratios, pricing and run books. Offshore is now used in almost all areas of Zenith’s IT organization.
  • Developed internal standards and SLAs for the engineering team. This became a centralized team that managed all middleware running (excluding databases). Insisted that all rollouts, environment builds and deployments were automated. Made sure every critical system had a High Availability solution (through clustering) and went from weekly outages to 99.999 uptime.
