Systems Analyst (multi-platform) - Business Application Development Group, Confidential, Birmingham, AL. 12/2008 - present

  • Served as a project leader in coordinating the tax system (Board of Equalization, Tax Assessor and Tax Collector) with clients, technical staffs and vendors to design solutions, develop applications, implement software, resolve application problems, and ensure user requirements are met.
  • Designed, analyzed, developed, test, implemented, and documented applications for deployment into production. Modified and optimized existing applications based on business and software requirements. Communicated with users to resolve issues, answer questions, and evaluate change requests.
  • Responsible for the development, implementation and maintenance of the websites for Board of Equalization, Tax Assessor and Tax Collector in Jefferson County, including Electronic Courthouse and online property tax service. The websites are database-driven, offering online tax searching and online tax paying service. The websites were written in Classic ASP/VBScript, JavaScript/DMSII (on Mainframe connected through Oracle Data Bridge) and were converted to ASP.NET (4.0)/VB.NET/Microsoft SQL Server 2008. Crystal Report was integrated into the applications to generate the reports. The UI, business logic and data storage of the websites are resided in different layers and running on Windows Server 2008.
  • Responsible for the development, implementation and maintenance of the Sewer Liens and Delinquents online service web application for the Department of Environmental Services in Jefferson County. ASP.NET (3.5) and VB.Net were extensively used along with AJAX and SQL Server 2005 was for the data storage.

The system was written in COBOL to batch process the monthly phone bill for the county and it is run on the UNISYS MCP Mainframe. The application reads the magnetic tape cartridge, analyzes the data, verifies and distributes the bill.
