- My teams have discovered many instances of classified information in the code of unclassified software, saving our clients public embarrassment, using proven T&E methods.
- Developed 3 T&E programs from scratch, using “Best Practices,” using IEEE test documentation IAW DoD regulations, supporting the different services (i.e. Navy USAF/Army and USMC)
- Established the first ever full developmental software product line life cycle documentation for QA, IV&V and T&E for DT&E and AT&E for several clients.
- Established testing by the criticality level for V&V and T&E for IEEE, saving manpower, funding.
- Established the first ever complete master test planning and test level testing throughout the SDLC.
- Established T&E in accordance with DoD, IEEE, CMMI and using “Best Practices”.
- Developed the first ever Directives and Instructions for the client in T&E, V&V and Quality Assurance for all developed software product lines, saving the agency millions in reproduction costs.
- Improved Developmental Test and Evaluation (DT&E) for the SDLC.

Help provide input to Government Test Lead, train SME testers on test techniques and improved a non-documented T&E program using “Best Practices”, developing a process matching CMMI level 3 for documentation and established Design of Experiment (DOE) testing. I also worked closely with Oracle development team in improving their Unit/Integration testing, establishing the Developmental Test & Evaluation (DT&E) process in accordance with DoD regulations for software acceptance into operational release.
July 2010 to 6 Sept 2010: Keane Principle IV&V Consultant for Confidential a major application for the Federal Emergency Management Agency (FEMA) LSCMS/TAV program, reason for leaving contract was terminated suddenly due to lack of funding. TPM allows for commodity and asset movements to be tracked, providing FEMA with visibility of the supply chain. Keane Federal provided Independent Verification and Validation (IV&V) testing of TPM-M for the purpose of determining if the application meets the requirements as determined by the LSCMS/TAV program. I managed a team of 5 testers for the project.
July 2010: Softworld Test Manager /Consultant, for Confidential contract for the Defense Logistics Agency (DLA),on the Common Food Management System (CFMS), MAC III program as a QA and T&E Manager, reason for leaving: In a contract to hire and current contract was ending in Sept 2010. I was brought in to develop a testing process after the first two managers failed and as a coordination lead for the Joint Interoperability Test Command (JITC) from (DISA). I hired/trained and managed a team of 15 system testers, developed a T&E program from scratch, developing a process matching CMMI level 3 for documentation and testing using “Best Practices” and repeatable. I also worked closely with development in Unit/Integration testing establishing the Developmental Test & Evaluation (DT&E) process in accordance with DoD regulations for software acceptance into operational release.

JITC plays an important role in achieving interoperability at all stages of a system’s lifecycle, from standards conformance to joint system interoperability certification. JITC must certify all IT and NSS for interoperability before fielding, and upon changes affecting interoperability. JITC also provides test tools and procedures, and support systems in support of interoperability and standards conformance testing, and validates test tools and procedures (including those developed by other organizations) for interoperability and standards conformance testing.
